Windows always scroll to top

Steps to reproduce the error
On the notes tab of the character box, when a line is selected to type into, the window scrolls to the top. You have to scroll back down to the line to see what you're typing.

Any relevant information from the "console.log" file found in your FG Data directory.

I noticed during looking through things like items with multiple pages that when you get to the bottom and go to the next page, the scroll bar stays at the bottom, instead of going to the top of the new page

No, the campaign extensions works fine for me.

I'm guessing this could be the same as FGU-409.
