Persistent Damage Bug

I think there is a bug when having persistent damage applied to all the PCs in the party at the same time. I recorded a video showing what happens

The flat checks are not being rolled for any of the PCs except whoever is last in initiative order. Am I doing something wrong or is it a bug?

I had a few issues with getting it 100% right. Hopefully it's just about there in release 17!

I changed it to public so people can find the help if they need it
