Ok, I made a character with an old race, but the new everything else. I.e.- I didn't use my racial ability bonus, just the background one so it wasn't "double dipping". It's a straight class kobold cleric. Would that be ok?

Unfortunately RAW you must use the old race and old class and old background or use the new race and new class and new background.

Ok, that's fine. I actually really like the 2024 rules, so I'm happy making a pure 2024 character
