If i create a campain in 3.5 or 4.0 can It be ported over to PF with monsters or does all the information need to be entered again.

You could manually edit the ruleset tab in campaign.xml and the generic information would come across: story, images, notes. But, system specific objects (NPCs and Items) might lose some/all data. 3.5e -> PFRPG would lose very little NPC/ITEM data, 4E -> PFRPG would lost quite a bit of NPC data.
