Keeping Effects after Rest
Hey there,
I'm not sure if this is 4E specific so let me know if I need to ask elsewhere. When creating an effect, there is an option change the "Expend" field to "Disable when used". This is great for once per turn/round effects. However, whenever I give the party a rest (short or long), it will remove these effects. Is there any way to keep effects with "Disable when used" in the expend field? Or maybe is there another way to handle once per turn/round effects that will let me leave the "Expend" field as "Never".

No, that's a general approach to handle rests as a general rule for most game systems. (i.e. reset all but non-expiring effects when performing a rest)
Doing anything else would require modifications to the game system code, such as building an extension to provide more granularity.
