Effect Question

I have no idea how to go about this, but does anyone have anything like this for GURPS?

The effects are nice that one of you have in a module, but I'm not sure if there is a way to say Effect [DX +1] -> [to XXXX] and have it actually change the stat score for a certain amount of time
(for background it's a Heroic Feats version of Blessed)

That feature is coming. I'm not sure if it's the next release, but if not, then it will be the release after that.
