World of Darkness Ruleset

In the newly release Werewolf source book, it is stated that the World of Darkness Ruleset is required to play it. I looked through the store, and the only one I could find that looks correct is this one:

Vampire the Masquerade 5th Edition Ruleset

Is this the correct one to use?

No, when you create a campaign from the dashboard, scroll to the bottom of the Game Systems list and select 'World of Darkness (5E)'. That is the system that is used to play Vampire, Werewolf, and Hunter.

Is this then included with the purchase of the source book? According to the description a one-time purchase of the ruleset is required. I have not yet purchased it, I want to make sure I have all the prerequisites in the same purchase.

The purchase of any Core Rulebook for Vampire, Werewolf, or Hunter should provide it.
