What is your use case that you need to whisper to a player that is not there?

Whispers to a player or character not logged in would be useful.

I leave my game up 24/7 for players to check on things in between sessions. It would be nice for them to be able to log in and have the whisper from me or another character show up for them as part of a conversation.

I do not think that can be accomplished currently.

You can not whisper to a user that is not logged in.

MW, could it be possible to whisper to a Character that is not currently being controlled?

I know we cannot now, just curious if that is something an extension could be developed for.

I know chat is not persistent, so I am thinking that stops whispers from working the way I am envisioning.

You could create a story entry for each player for whispers. Then when they are logged in just drag the link to the portrait to share it just with that player. After that you can just update the story entry so they can see any messages you want them to get.

This is not a bad idea as a work around for DM to Character whispers, but the Character to Character whispers won't work this way as they (the players) cannot edit stories.
Will have to double check if Stories shared to an individual Character stay shared to that Character like public sharing of stories or images does.

Story share status stay between sessions. For character to character whispers, a character can make a note, and the GM can (I think/assume) share that note with just the specific character that is getting whispered to. That way player A can edit the note and when character B looks at the note they will see what it currently says.
