Custom Ruleset downloading

Hi,

If I have a custom ruleset in the rulesets directory on both the server and the client machine, when the client connects it still downloads the custom ruleset (into the cache/[campaign].dat file it looks like). Is this by design or have I run into something afoul?

It i by design so that everyone should have the same version of the rulesets. And also to encrypt intellectual property.

Thanks! I suspected as much that this was a necessary evil/side effect that came about in FG2 in order to encrypt the rulesets.

It doesn't work that way with PAK rulesets, they run from the local machine. At least I believe so (I need to dust off my CoC PAK and play around with it, to jog my memory).
