Does the Harrow deck require the PF2 ruleset?

Hi All,

Any kind soul who has the Harrow deck extension - does it require the PF2 ruleset, or is it stand-alone?

Asking because I'm hoping to run Curse of the Crimson Throne in Savage Pathfinder when it comes out, and wondering whether to pick up the Harrow deck while it's on sale.
