Where is the "KEY" applied?

I downloaded the client...

I can't seem to find the area where I can apply my FULL key.

I try and get into the Create and Build Local Character area, thinking there may be an option in there for me.... but it tells me that it "Could not Load the Ruleset Root File BASE.XML"

SO what should I do now?

Key is applied during installation.
