5E: Player can drag effects to tokens they cannot see

In 5E, noticed that players can drag effects to targets they cannot see on the map.

To recreate in a new 5E campaign:

1. Set up map with PC token and enemy NPC that is not visible
2. Player client: Drag an effect from the Tools > Effects to the space where the enemy token is
3. Player client: Drag an effect from Character Sheet action tab to the space where the enemy token is

Additional notes:

• The Player can drag effects to tokens on the map that are not visible on the CT.
• The Player client can target tokens (via CTRL+Left Click) on the map that are not visible (not visible on map and not visible on CT).
