Melee percentage in round

Table 3-03 in Arms Law says melee takes 50-100%, what does this mean exactly?

It means that if you don't take the full 100% then you are at a penalty for the percentage you didn't take to make the melee attack. So if you only use 50% activity for the melee attack then your attack is at -50. If you use 75 activity for the melee attack then you are at -25 to the attack.
