Are there any future plans to . . .
. . . have a character creator in Unity like they do in Classic? That's one of my fav features of classic that seems to be missing in Unity.

No. The Manage Characters feature was always partially not working in FGC for many reasons related to the limited nature of that mode. In fact, many rulesets did not even work in that mode.
The current way to do the same thing is to use Create Campaign mode to create a "Characters" campaign; and use that to build any characters you want. All of the characters in local campaigns on your machine (created or cached) are available for import into any other campaign of the same game system.
