Image layer center handle has no effect

When editing an image the selected image layer has handles for adjusting, rotating, and (presumably?) moving the layer. However, the center handle that I assume is for moving the layer has no effect. The handle moves but the layer does not. The layer can still be moved by clicking the layer elsewhere and dragging it. Attached screenshot shows the center handle moved with the layer not moving or changing. Clicking the layer again after moving the center handle returns it to the centered position.

The center handle is for setting the rotation and scaling pivot point. It is not used for moving layers.
