Effect coding "not"
I use the "IFT: flat-footed" to apply precision damage (sneak attack), but is there a command for a "not"? For example "IFT: NOT flat-footed" apply precision damage (sly striker)?

Would the ! work in this instance? IFT: !flat-footed {edit: Nope.}

The Wiki is up-to-date in what can and can't be done. ! is only valid for RESIST effects.
Boolean logic is not present in effects in general.
