Ruleset names

It seems that I cannot create a ruleset with an "&" in it. It loads up fine the first time, but if you shut FG down then boot it up again, it can't read the base.xml file...

not much of a problem, but it had me stumped for ages

& is a speical character in XML. It is by use get prohibited and control characters to print in XML:

& #38; displays & (there is not a space between the & and #)
& #34; displays "

The special sequence works on message boards too I had to split the code so you could see it. In XML write all four characters next to each other.
