Yes, it's enabled. You have to create a new map image (Or existing). There is a paint brush icon tab. Click that.

Another tab will show up where you can pick brush color and brush settings. There's an IMAGE icon below THAT brush icon. Click that.

Drag an image onto the square next to it you wish to paint with and draw!
