5E - Halfling Luck

Hi - Was wondering if 'Lingering Effect' Automation - Also could add the effect to Combat tracker. Are these coded anywhere - would it be in "rob2E's 200+ conditions and effects" module ? I have the "rob2e_5E_Effects_Coding....." extensions - but they are not included ?
