Notes
Can I as a DM add notes so that only specific players can see them?

If you want only some platers to see something drag and drop onto their portrait. This works for anything shareable.
If there is something that you would like to see in Fantasy Grounds that isn't currently part of the software or if there is something you think would improve a ruleset then add your idea here https://www.fantasygrounds.com/featu...rerequests.php

And once I do that will that player be able to reference it anytime or do I have to drag and drop it each time?

The player can retrieve it from the buttons down the right hand side. Oh, and don’t use notes use stories.

Notes are generally for players to use.

As has been mentioned - notes are designed for players, they may look like story entries but there are some differences that mean that GMs should use story entries (e.g. the ability to export to a module to re-use across campaigns, the ability to store in a group, etc.). Other records (story, items, etc.) can be shared with players as mentioned above.
