Great Free Graphics Prog
I just tried inkscape and I have to say I was very impressed. The vector approach makes it very easy to tweak your lines for things like coastlines or rivers and the layer system seems to be done very well.

ps Its open source GPL software. It runs on Linux and Windows.

On the same note, you might want to have a look at Pixel even though it's still missing several key tools from Photoshop.

Or GIMP.
GIMP is very mature, and has every feature I needed to create campaign maps, tokens and images.

It is also opensource, free, and runs on Linux and Windows.
