That's what it looks like to me too... years ago I was able to find were to put in custom rotations, and translations in Microsoft's flight simulator models in the binary files to add complex animations to the models . Even wrote a plugin for a popular 3d program that built those models.. for the animations. that was by far way easier than trying to figure out that mess in the rule sets.. you have your work cut out for you lol.
