There is a config error on your laptop.

Check Private Network setting and check again.
Delete the existing FG Windows Firewall rules and create a new one. Port, Incoming, TCP, 1802, always from anywhere on all profiles and check again.

just remade the firewall rules and I got it to success the connection test
