So, if you didn't have an internet connection, an Ultimate or Standard GM could connect to any number of Standard license players on the same local network. Did I get that right?

I think if the check fails, then the connection is refused if free/demo to Ultimate. I am guessing that if a valid standard license key (at some point this has been checked) connects then there appears to be no need of an active internet connection at that time.
Ultimate License. Running a 5e campaign blending together PoTA and SKT. Asks lots of questions. Mgpotter.com. PureVPN is a tested solution to run games when traveling. https://billing.purevpn.com/aff.php?aff=33044

If the check from the connecting free/demo client fails, it will not be allowed to connect to the Ultimate GM.
