PHB sharing
If the DM buys the PHB here, can the players access it while they play?

Yes, the GM can allow the players to load the PHB in the module list

By default the player's handbook is shared. So all that needs to happen is for the player to join the DMs game and then go into their modules dialog and load the PHB.
