5e monster generator

Does any one know of a monster generator, that can take the stats of creature say a giant for example and auto roll one down to a lower CR, so it can fight a group 3 or four at level one or two?
or vice versa take say an orc that is 1/2 CR an up him to a level 2 CR?

maybe Rob2e has something like that on DMs Guild? he has all sorts of other random this and that generators there. Otherwise Gwidyon and Celestian make a bunch of things like that. or even DORCore or DOE extensions might have it?

I believe Hawkwind came up with an idea to use effects to apply templates to creatures.

Using this method you apply an effect which does -1 to hit/-1 damage ...etc.

I guess by applying this effect multiple times you could do a cumlative -2/-3/...etc
