ExpressVPN in place of port forwarding
Living and working in China, I do not have access to my router to change port forwarding, though I do have a VPN which I use regularly. It also seems to be the only VPN that works here. I have tried PureVPN and it does not work, possibly blocked by the Great (Fire)Wall. However when I have attempted to test the connection with the VPN on it does not work. Any suggestions would be appreciated. Thank you.

The chances are ExpressVPN doesn't support port forwarding. Most VPN companies share the VPN public IP address with many users, so you're not actually having a direct connection on the VPN IP address. Check with ExpressVPN to see what options they have, if any, to allow port forwarding for peer-to-peer gaming on TCP port 1802.

I have ExpressVPN and it's nice for the usual VPN stuff, but no, they do not support port forwarding at this time.

Alright, if I get PureVPN do I need to get the dedicated IP service? Do I need to purchase 2 dedicated IPs to connect my laptop?

I believe there was one report of someone being able to get PureVPN working with help from their support team without the dedicated ip address, but the only way I was able to get it to work was with the dedicated ip address and I didn't have to mess with the portforward. You shouldn't need two dedicated ip addresses as you will only use one computer (at a time) to host a game.
