Well that bot doesn't work either, but I think I found the solution. The solution it seems, is NOT within discord itself, but actually within Tabletop Audio itself. They have now what's called Soundpads, and using these you can create a play list of all kinds of different sounds and mix them all as you please, and one feature this has is a Broadcast feature, whereby you take a broadcast link, and give that to your players, and when they connect to that link, they will hear all the sounds that you play.

Yep. You can do that Shadelon. Tabletop audio is awesome. You can also stream sounds from tabletop audio, youtube, etc. using Voicemeeter/Voicemeeter Banana and a second Discord instance. Anyway, sounds like you got what you wanted/needed which is awesome!
