Actually, you can only buy wands at minimum caster level unless a higher CL wand appears on a chronicle sheet.

So, here's what I get from a reading of the PFS Guide - one of you other GMs can let me know if I interpret incorrectly.:
"APL = sum of character levels/number of characters - rounding to the nearest whole number"
We are 7.333... rounds to 7

"A party of five to seven characters whose APL falls between two subtiers must play the higher tier with the four-character adjustment"
This applies to our current table - so subtier 8-9 with 4-character adjustments applied.

"In the fringe case where there are no PCs that are high enough level to have reached the subtier level (such as a party of six 3rd-level characters), the group can decide to play the lower subtier."
Does not apply to us because we have 2 characters at Level 8

Without a chronicle that specifically grants you access to it, no.
I do know about a chronicle that grants access to a CL 5 wand of magic missile, which is a Tier 1-7 scenario from Season 0 (need to play subtier 6-7 for the CL 5 wand). I won't tell the name of the scenario publicly, though.
