is it possible to create a character as a DM and assign it to some other player?

Yes. Any character you create as a DM is available to any player that joins your game.

Load your campaign and create the character like you normally would.

As long as you don't mark it as DM ownership in the Character Selection screen (by right clicking and selecting DM Ownership at the 3 o'clock position), when any player connects to you, they will see the character as available to be selected in their Character Selection screen. Naturally, once a player selects the character(s) in question, they will no longer appear for other players.
