There is no "target end of turn" vs. "source end of turn" differentiation. It was never implemented. It's always based on the source end of turn.

Ahhh, I see. Is there anyway to have this implemented? About 50% of the time attack effects will end on a target's EONT rather than the source.

Every ruleset is a iterative build-up of capabilities to support different game system requirements. Unfortunately, I have zero time to work on ruleset enhancements outside Core and 5E while I'm working on FGU. It would need to be something added by an extension for the foreseeable future. It would need text parsing support as well as the mechanical support.
