Living Greyhawk is a bit different. I mean yes, it is D20 but there are 6 sub species of human, regional feats ect,ect.

You would need permission from Wizards of the Coast to do this. Distributing such a ruleset would likely result in a call from their legal department w/o their permission.

Now, if you could get said permission from the RPGA Network for use only with online LG events, then that's another story. I would start there.
