D&D 5e Cleric of Tempest - auto effects for domain spells

One of the player sin my campaign has a cleric with the Tempest domain. As such he has the Wrath of the Storm Feature. is there a way that this can be set up to automatically cause the saving throw roll against the NPC that has hit the character and mark off its use?

You might find this useful. You'll find how to set up the effect if you download and look at the character's action tab.

There isn't a way to automatically cause it to happen because FG can't know whether you have used your reaction or not. You can track it, also as shown on the character.
