Ranges
does the Map and combat tracker actually talk? IE I have a 5' reach and i swing at my target (20' away)
does it roll to hit or will it not let me? Now I already know the answer to this part I am wondering if I am missing something so that it doesnt happen or if its just another thing to add to developers list

There's no link. The players/GM need to adjudicate range/reach.
If reach is entered correctly in the combat tracker a dark square will be highlighted around the token when the mouse is hovered over the token to help a little in quickly checking reach.Private Messages: My inbox is forever filling up with PMs. Please don't send me PMs unless they are actually private/personal messages. Nope, it doesn't enforce that. Just like at the kitchen table.

afaik it works just like it would at an irl table. If you have 5' reach weapon you can still roll on an enemy 20' away. However, if the DM will allow it, is another issue
I believe it's working as intended as FG shouldn't limit your house rules, or be a roadblock for the DM to resolve something if the players comes up with a creative way to defeat an encounter.
