Creating an effect for bonus damage on a 20?

This may have been covered elsewhere, but I am not certain (or where to look for a listing or explanation if it exists) how to add set damage or dice on a specific number.
This could be useful for a few things I think.

On the Actions tab of a PC sheet, next to "Weapons" there is a magnifying glass symbol. When clicked, there is the option to add damage for melee and range weapons on a crit, which can also be modified for characters that crit on numbers less than 20 such as a Champion's Improved Critical. Is that what you mean?

Ahhh, didn't see a thing for 'On a crit'!

Oh, that! Should read before I post. I know about that, but what I want to do is add an effect for say, a Sword of Sharpness or vicious weapon, which adds a set number on a 20.
