I second the Token Tool from RPTools. I've used it to make tons of tokens and Hex shaped tokens are included.

Here's my issue with 3rd party token generators...
I'm working on this as part of a ruleset, not as an end user. My goal is to make it as seamless as possible for the GMs. If my NPC tokens don't work like the PC tokens it doesn't feel right. My goal is not to put it back onto the GM but to make it work like the rest of the ruleset.
Oh.. and the HEX token shapes that are included with the RPTools thing go the wrong way anyway.
