It should also be pointed out that other games have attempted it in the past, and Steve Jacksons Games is notorious for pulling out. Just look up all the history involving Steve Jackson games and the Fallout series. I'm honestly shocked that the people who made the generic GURPS rulesets for FGII so far have not received cease and desist orders.
Steve Jackson has always been very... critical, of putting the 'Official' title on something. It takes a lot of effort on all parties to get it done.
That being said, he's always been a firm supporter of user created content and has never stamped on groups doing so. I think its safe to say you'll never see something like that from him unless they started putting and mass distributing copyrighted content.
Any news on agreeing a contract for Pathfinder?
