Beta 4.2.0: In paint mode, the Edit tool to select points can create new layers

This may be the intended behavior, but figured I'd check in case it's not. I noticed when going to select points in paint mode, if a layer is not selected then attempting to select points can create a new layer.

To recreate:

1. Create a new image with no layers
2. Draw something, which creates a new Painting layer
3. Un-select the active layer, leaving no layer selected
4. Click Edit to select points
5. As expected, no points are shown because the layer isn't active
6. Try to select points anyways (click in image). It will create a new Painting layer. This will repeat any time there is no layer selected.
