EDIT - It is in fact difficulty. I was just not doing it right at first.

But just for those that come here with the same question, D0 to D5 does stand for difficulty, these are the number of success the players need to get to succeed at a task. This is a GM feature only and the player do not have these buttons on their screen.

Additionally the C2 to C5 buttons set the complication ranges for the tests.

Yeah that's what I get for not taking breaks...I figured it out right after posting.
