Questions about M & M

Mutants & Masterminds is independent or is it based on CoreRPG?

The Mutants and Masterminds ruleset is currently independent.

There was a community developer who was taking a look at converting it, but I don't believe we've had an update in awhile, so not sure if/when it would be converted.
