It should be [>Attack +1] as noted on the effects wiki page.
Also I'm fairly certain [Parry +1] won't do anything on an attack, that needs to be an effect of the weapon itself.
Have you tried putting all the effects in one set of brackets like this:
[Attack +1, Parry +1]
Maybe it only looks for the first set of brackets to find the effect and misses the second one.
Turns out it is both:
If the weapon is not equipped:
[Parry +1, Attack +1] does not work
[Parry +1][> Attack +1] does not work
[Parry +1, > Attack +1] gives the Attack bonus, but not the Parry bonus
[Parry|> Attack +1] gives the Attack bonus, but not the Parry bonus
If the weapon is equipped:
[Parry +1, Attack +1] gives the Parry bonus and the Attack bonus to all attacks
[Parry +1][> Attack +1] gives the Parry bonus, but not the attack bonus
[Parry +1, > Attack +1] gives the Attack bonus and the parry bonus
[Parry|> Attack +1] gives the Attack bonus and the parry bonus
TL;DR: Use [>Attack +1] instead of [Attack +1] unless you really want to grant all attack with every weapon the bonus and do not use two separate brackets.

Also note that modifiers can be placed on the die roll directly for an attack through the UI without the need to add attack effect. This gets attached to the die roll for future use. This really good practice where mutiple bonus comes from diffrent sources and you want that sent to chat result. This will only apply to that attack and is an easy fix.
