You haven't said what ruleset (you'd normally be better asking in the ruleset specific forum), but I'm going to assume it's D&D 5E...
INT: 1 is correct, but please note that it won't show a change to the actual ability score on the character sheet. However, if you do an ability score check / saving throw / skill check and the effect is enough to enough to increase the bonus (e.g. they have a 15 Int and the effect causes them to have a total of 16 so the bonus goes from a +2 to a +3) then it will be counted and shown in the roll (and you'll see an [EFFECTS: +1] tag in the roll output).
