The module activation seems to have been changed. Prior I could use any books I owned while on my GM's server. Now I can only activate books he owns. He allows us to use the other books, anything that is official rules.
Also while he is generally playing with the 2014 rule set he allowed us to use the 2024 classes, feats, etc. I have to do level ups when not connected to his server and re-import my character due to this.
Is there an option for him to allow me to load all my books?

The GM has to go into the module activation section while the player with the relevant modules is connected. Then they will see those modules and can allow to load them.
(Only modules marked as "player modules" will show up. But that hasn't changed and is the same as before.)
This might have been reset with a "recent" (couple weeks/month) bug, when the "auto load" modules feature was introduced. That might be why you were able to load your modules before but not anymore.

Worked with GM and he could see and activate my books.

Well it kinda worked.
Next game session and a few of the books are still activated but not all. The host's system didn't save them all it seems. Perhaps just the books I have he doesn't? They used to work just fine.

Need to have the GM make the books available every session now.
Something that could be fixed.

Sounds like the GM is running extensions or has a file permission issue. I suggest posting both GM and player logs so people can get more detailed information. As well, repeatable steps is always helpful.

If this continues you could ask your DM to open the campaign folder for the campaign you are playing in and delete the file modulestate.xml and then get them to start up the campaign and re-share all of the appropriate books. There was an issue where this file was being ignored but that was fixed some time ago. So it might just be a timing issue where the DM shared the books during the time there was an issue.

Additional data - this has to do with books I own that he does not. He allows us to use any legit 5e source but doesnt own all the books himself.
Books he owns stay working - ones he does not dont.

modulestate.xml has been deleted, books reauthorized, - Tuesday we play and will see if it worked.

Played yesterday - same behavior.
Books the GM owns stay activated. Books I own and he does not own dont get remembered and the GM has to re-enable each session.
For context, it is primarily a 2014 rules campaign, however he allows the 2024 written class/subclass and new spells and for the 2024 chars the new feats.
He does not own the 2024 PHB - I do - when I am in campaign it shows for him to activate - but next session the permission has disappeared.
I suspect this is an edge case a programmer didn't think would come up and hasn't accounted for, as a guess.
