The error means that your ISP is still blocking all FG traffic.
Please read thru that post again and make sure you whitelist the incoming 1802 connections.
You need to do that every 30 days.
I have been done it within the last 30 days and the site itself doesn't show any threats coming through when I do connect or when my players do. Heck, when I let my UK player have access on my end again today after telling him to remove it on the program, he was unable to connect to the table still until I reset the router than an hour later, he was not unable to see anything a map or able join the table again. Please post teh external IP that your Router shows.
The main issue appears that you cannot connect to the FG server and/or vice versa.
Post a screenshot of your Windows Defender rules for FG

I'm trying to get my players connected to my FG. Here are my answers to the 7 questions.
1. 10.0.0.120
2. 24.15.X.X - Here is the first oddity, there are times that the External IP address isn't being detected by FG, however if I go to a website to display my IP address, I get a valid IP address. When the IP address is displayed, it works.
3. Wireless (2.4 GHz) I'm on 2nd floor of house, router one floor down, and signal strength is good. Internet browser is unaffected while FG is not working.
4. It was originally set to Public, but I have now set it to Private
5. Running AVG AntiVirus Free.
- Under Settings > General > Exceptions added C:\Program Files (x86)\Fantasy Grounds II\FantasyGrounds.exe to be "excluded from all of our shields and scans"
- Blocked & Allowed Apps is empty, unable to locate a means to add FG as a specifically allowed app.

Under the Windows Defender Firewall with Advanced Security, I added a connection Security Rule
- Protocol: TCP
Endpoint 1: Any IP address, port 1802
Endpoint 2:Any IP address, 1802
Authentication: Do not authenticate
Specified profiles: Private, Domain, Public
I've restarted my router and laptop.
Going to https://www.portcheckers.com/ when the issue is occurring it displays a Closed response.
I have gotten the system to work, no changes from my current configuration. During this time, I'm able to retrieve an external IP address, port checker passes, and the Test in FG works.
The player connects and begins downloading the various modules, and stays connected for a few minutes and then he looses connection. The port checker is then showing a failure. If I restart FG and conduct a test it fails and is unable to find an exteranl ip address.
Not sure what is resulting in my ability to have players connect suddenly fails.

Been going through FAQs and Tutorials all day, looking for any guidance here. I bought Fantasy Grounds awhile ago and went through a long period of trying to figure this out but never posted. I called my ISP today (Spectrum) and the tech said they don't block ports so it would most likely be a firewall issue either with the router or PC. Canyouseeme hasn't shown me anything (timed out) and the Fantasy Grounds launcher always fails. I used to play through Hamachi but that is becoming unfeasible so I'd really like to figure out a way to get this working. Let me know if I need to clarify any of this stuff. I tried to be

Please post answers to all 7 questions with screenshots in one post, for example #2 requires a screenshot of the external IP address as shown by the router, you cannot (not 100% true) do this from the command prompt
Please close fantasy grounds
Please delete the Fantasy Grounds firewall rules in Windows Firewall
Launch FG and then ALLOW ALL when windows prompts
Post screenshots of things, dont just say "I have done"
I understand this is frustrating. Posting partial or incomplete information drags the process out and consumes more of my and others time in trying to assist you.
We want to get you working.
