OK. Port Forwarding can only point to ONE end point or one computer.
Which computer do you want to use as the GM computer?
Log into your router, find the Port forward settings, create a Port Forward pointing TCP 1802 to <<yourcomputerip>> TCP 1802 and set active.
Reboot router. Retest.

The router is currently pointing 1802 at the tower, 192.168.1.160. And I rebooted the router and the connection still is not working.

then recheck that your firewall software on your computer isnt blocking it

accept from any network

Set the ports on Windows Firewall - same issue. Oddly, turning the Firewall off allows it to fail much faster.

Please delete the rules, turn the firewall on and just create a port rule. Dont point to the application.
The rule is just TCP.
Can you confirm 100% that the connection test did pass for the laptop?

Deleted rules - created new rule, no application just port 1802, Still fails, and yes, I can confirm that it went green on the laptop.

What are the rules that you have blanked out?
Are there other 1802 rules there?

No. No other 1802 rules. One is a Minecraft server on another box, in fact all of the blanked out services run on a different box.
