Weirdly enough I just experienced the same behavior with a new pf2 campaign. We did some script based changes to the menu button to be able to show more custom buttons and sub menus entries. This might be related to those changes.
It would be odd, if something like this wasn't noticed until now, so maybe some update is messing with us.
It works without the theme loaded and I am using the PF2 ruleset.
Everything was fine two weeks ago this Friday when my group played last time. I noticed it this week while I was doing prep for this Friday.
My testing is limited to 5E, I didn't know you were using another ruleset. I thought this was supported for 5E only, my bad.
Our most beloved egghead MeAndUnique found the problem.

That button in 5e lives where the menu button does in pf2e; so the theme is placing an invisible functionless button over top the menu button."
I look forward to testing the fix. Thanks for the quick work on this. I am also surprised no one has caught this until now. I wonder how long it has been an issue.
