If you've purchased it, and have the cyberpunk red core ruleset. Go to the library and click on modules in the window that opens. You should see all your CPR purchases there (and a few other general modules).
If you haven't already, check out the stickied form post about the free dlcs. All free dlcs have been tracked there.
This might allow you to open the book for it in any ruleset (I suggest core, and disabling it when you don't need it). I haven't used it so can't really speak to everything it does.

Note: there's custom data structures associated with this module that require the core cpr ruleset. At best whatever ruleset you open this in will blissfully ignore them, at worst it'll throw errors. Not terrible either way, but something to keep in mind. All the tables should be usable regardless of ruleset.
