Well, I just loaded up a brand new 5E Campaign with the DOE; Base and DOE: Weather loaded, and everything works fine.
All I can suggest is try it with a new campaign, and you could also try downloading the DOE: Base and DOE: Weather again (the .ext, not the .mod).
Also, if that doesn't work, could you show us a screen shot of the FG Launcher where you select the DOE: Base and the DOE: Weather (and the campaign, obviously).
See how you go and get back to us, OK?
