I know you can have a weapon attack do double damage, is there an effect so I can assign a duration (as in a Strength II spell is cast)?
No, there isn't an effect for double damage in the ruleset. I would use an effect "Strength II" and set the duration. It won't automate anything but will provide you a reminder. Then change the attack's hits multiplier. After the effect is removed, change the hits multiplier back.
