If I drag the "link" square of a text pane to a Portrait, it will only share it with that PC?

Can I drag a chat frame to a portrait, to whisper to that person?

Yes. I usually share a map with just one person this way, but it works with story book entries too.

Yes. I do it all the time - it's the fast possible whisper.
